Brown Highlights Impact Fee Funding for Lawrence County Communities

HARRISBURG - Rep. Marla Brown (R-Lawrence) today announced more than $612,000 in Marcellus Shale impact fee revenue is headed to communities throughout the 9th Legislative District and Lawrence County. Municipalities in the district will receive more than $308,000, while Lawrence County will receive more than $304,000 through the impact fee program.

“Impact fee revenue gives local officials the flexibility to address the unique needs of their communities,” said Brown. “Whether it's improving infrastructure, supporting public safety services or investing in future growth, these funds help ensure the benefits of Pennsylvania's energy production are felt here in Lawrence County.”

The following impact fee disbursements in the 9th District were announced:

• Bessemer Borough - $1,611.
• Hickory Township - $4,857.
• Mahoning Township - $56,007.
• Neshannock Township - $28,327.
• New Castle City - $31,487.
• New Wilmington Borough - $2,738.
• North Beaver Township - $41,730.
• Pulaski Township - $110,234.
• S.N.P.J. Borough - $126.
• Shenango Township - $13,603.
• South New Castle Borough - $619.
• Taylor Township - $2,292.
• Union Township - $8,502.
• Wilmington Township - $5,949.

For the reporting year of 2025, natural gas producers paid almost $244 million in impact fees statewide, bringing the total distributed through the program to more than $3.12 billion since its inception in 2012.

Under Act 13 of 2012, impact fees are collected from drilling companies, with a significant portion returned directly to counties and municipalities affected by natural gas development. The remaining revenue supports the Marcellus Shale Legacy Fund and statewide initiatives, including emergency response planning and training, water and sewer infrastructure improvements, environmental programs and transportation-related projects.
