Brown Announces PENNVEST Funding for New Castle Lead Water Line Replacement
April 15, 2026
NEW CASTLE - Rep. Marla Brown (R-Lawrence) today announced Pennsylvania American Water Company will receive more than $8.9 million in financial support through the Pennsylvania Infrastructure Investment Authority (PENNVEST) to replace lead water service lines throughout the City of New Castle. The funding includes a low-interest loan of $5.2 million and a grant of $3.8 million.
“Every family in New Castle deserves safe, reliable drinking water,” said Brown. “This investment removes dangerous lead service lines, protects public health and ensures our infrastructure meets today’s safety standards without placing an added burden on ratepayers.”
Pennsylvania American Water Company owns and operates the public water system serving New Castle. The project will replace approximately 603 service lines identified as containing lead or galvanized materials that are currently or were previously connected to lead components. New service lines will be installed using lead-free copper materials and trenchless excavation methods to minimize disruption to residents.
The project will ensure safer, cleaner drinking water for residents and help the community comply with federal and state environmental regulations. Without this financial assistance, significant rate increases for local water users could be required.
Founded in 1988, the Pennsylvania Infrastructure Investment Authority (PENNVEST) provides grants and low-interest loans for the design, engineering and construction of drinking water, storm water and wastewater systems.
